Safety at the Margins: perceptions of justice and (in)security from South Sudan’s southern border

This paper examines local attitudes to public authority and perceptions of justice and security

Abstract

This paper is one of a series of ‘mapping papers’ that draw on data collected for the first phase of work on the Justice and Security Research Programme. The author has spent extended periods of time undertaking ethnographic research on the South Sudan border with Uganda and this paper presents the results of survey work undertaken in Pajok Payam. The survey tools used to elicit local attitudes to public authority and perceptions of justice and security were the same as those used for data collection for the companion paper on northern Uganda by Julian Hopwood (JSRP Paper 22).
