SEACAP 16. Institutional, Incentive And Capacity Study Of The Local Transport Network. Final Report.

Abstract

The SEACAP 16 study provides a foundation for institutional analysis on which to base programmes to improve the management and maintenance of the rural road network and improve the targeting of resources. It addresses the \"local transport sector\" which includes provincial, district and commune roads. It looks at issues that encourage dialogue between Government, local administrations and the donor community to develop a practical plan for the sector. The aims of the study are (i) to undertake an analysis of institutional issues on which a general plan can be developed for the whole sector to improve the allocation of resources and to improve management and maintenance of the rural road network; (ii) to facilitate dialogue between Government, local administrations and the donor community to develop a practical plan for the sector with effective mechanisms and improved implementation.

The report is divided into two main sections:

Section 1. : An Introduction to the Sector Wide Approach and its Application in Vietnam

Section 2. : An Institutional Incentives and Capacity Analysis of the Rural Transport Sector
