SEACAP3: Mainstreaming Appropriate Local Road Standards and Specifications and Developing a Strategy for the MPWT Research Capacity. Completion Report.

Abstract

SEACAP3.01 contributes to the overall SEACAP goals of sustaining poverty alleviation through the development and mainstreaming of local resource-based standards for Low Volume Rural Roads (LVRRs). This allows regionally available rural road design and maintenance standards and guidelines to be improved for the specific circumstances of Lao PDR and permits more efficient and optimal use of the limited financial and physical resources available for the sector.

This report seeks to summarise the activities and outcomes from the SEACAP 3.01 contract. Outcomes from the principal tasks as defined in the ToR are outlined, with reference being made to the appropriate Documents and Technical Papers. The resources employed by the Consultant are also summarised. Recommendations are made as to the way forward for key aspects of this important research programme.
