Abstract
This paper concentrates on the politics of anti-poverty policy-making in Uganda. It addresses five broad questions: How do historical legacies affect poverty reduction processes and outcomes?; What is the role of political management in facilitating and undermining poverty reduction?; How do the political structures and processes affect policy formulation and outcomes?; How do the administration and politicisation of decentralisation affect poverty outcomes?; and What sorts of positive political actions are required to secure and sustain effective pro-poor outcomes?
