Abstract
The Rural Access Index (RAI) was defined in 2005 as the proportion of the rural population living within 2 km of an all-season road. With support from ReCAP, the World Bank developed updated spatial analysis techniques to measure RAI, and trials were carried out in eight ReCAP countries. This status review is intended to address these concerns with a view to accelerating progress with the updated measurement of the RAI. Recommendations made for ReCAP RAI Task Group 2 (TG2), Consolidation and Revision, include a proposed approach for ongoing measurement of the RAI by many more countries as rapidly as possible. Options are also outlined for possible alternative methods of measuring rural accessibility in the future.
