Abstract
We need to understand what HIV-prevention programmes work and why. Cluster randomized designs have limitations in evaluating complex large-scale combination programmes. To close the prevention-evaluation gap, we need
:
- alternative ways to do evaluations
- better analysis of the pathways and mechanisms of impact
- better documentation of programme implementation
