Abstract

This is the inception report for a study intended to lead to a better understanding of demand and supply factors in evaluation and evaluative research in Ethiopia, Ghana, Malawi, Rwanda, and Zambia, to aid national stakeholders and those supporting them to better structure their assistance. This document provides a broad guiding framework on the study approach, methodology and scope. In order to do this it discusses: The background of the study; the research questions and purpose of the study; key issues to be considered in understanding national evaluation systems; the theory of change; and the study tools.
