Abstract

This final report records the work of the technical assistance consultants that the Uganda National Roads Authority (UNRA) has retained to advise the road authority on establishment of a bridge management unit within UNRA. Technical Assistance Services are required to review and audit the bridge inventory and condition data of national bridges collated by an on-going consultancy, establish an appropriate bridge management system (BMS), populate the database with available information and where relevant, identify additional data sets required to develop annual maintenance plans and assist UNRA to develop capacity to manage the BMS.

The objectives of this Technical Assistance were to (1) Recommend an appropriate institutional framework for implementing UNRA's bridge management function and a structure for the establishment of a bridge unit; (2) Review the Bridge Management System (BMS) proposed by the consultants and make recommendations for changes or additions required to meet the needs of the UNRA Bridge Unit; and (3) Develop UNRA's bridge management capacity and make recommendations to consolidate capacity in the UNRA Bridge Unit and a strategy to develop bridge maintenance capacity in the private sector.
