The impact of policies institutions and processes in urban up-grading
Abstract
Current Sustainable Livelihood (SL) concepts are presented, with a particular focus on Policies Institutions and Processes (PIPs). The SL model is a people-centred approach which allows problems and constraining factors in settlements to be analysed and understood, people's assets to be assessed, and for changes occurring in poor peoples' lives to be identified. Consideration is also given to measurement of SL impact. It is concluded that, in general, the SL Framework is a useful tool for considering how regulations affect the livelihoods of the poor. However, reservations are expressed about whether the SLF is really that helpful a tool for modelling and planning actual regulations reform processes and the setting up of the necessary institutional linkages which would be required to achieve this.
