The impact of regulations on urban development and the livelihoods of the urban poor
Abstract
This is an update of an earlier paper, entitled The Impact of Policies Institutions and Processes In Urban Upgrading, by the authors presented at the 2001 workshop , and draws significantly from it. Among the new material included in this paper is:
A discussion of the links between livelihoods and urban poverty
A characterization of urban poverty and vulnerability
Further consideration of regulation of settlement planning, services, infrastructure, housing and jobs of the urban poor, and whether or not this is facilitating in the context of policies, institutions and processes
An overall assessment of the current status of documented regulatory processes is that even in cases where restrictive and prescriptive standards and regulations have been changed they have rarely served to enhance the physical, natural, financial, human, knowledge and information or social assets of the urban poor nor significantly involved them in developing and drafting revised standards and regulations.
