The legal, institutional and financial framework to enable small scale service provision of rural water supplies in Africa.
Abstract
As governments in Africa seek to diminish their role in the provision and maintenance of rural water supplies and development finance shifts from programme to government budget support, the need to maintain and increase supply coverage is seen to create more opportunity for small scale local service providers through local government financing channels. This transition is said to require the creation of an enabling environment that must addresses legal, institutional and financial considerations. A research project that is currently underway seeks to develop guidelines for this transition by the participatory involvement of all levels of government as well as stakeholders in three African countries. Country specific and international literature reviews directly addressing legal, institutional and financial aspects have resulted in an understanding of the nature and implications of this enabling environment. A participatory research methodology has been designed to enable governments to develop guidelines to transform existing legal institutional and financial frameworks and enable private sector participation.
