The Political Economy of Pro-Poor Livestock Policy in Cambodia

Abstract

This briefing summarises Working Paper No. 26.

Cambodia has no medium-term agricultural sector strategy, despite a population where nearly 80% is rural. 88% of the poor, come from rural areas. The livestock sub-sector ranks among the highest 'potentials' and priorities for future development in Cambodia according to the Ministry of Agriculture, Forestry, and Fisheries (MAFF), contributing 14% to the agricultural economy (1997-2001).

Four areas of particular interest, which represent both risks and opportunities, emerge for pro-poor policy making: Agricultural Strategy, Highly Pathogenic Avian Influenza, Livestock Export and Village Animal Health Workers. The brief outlines the strategic entry points for these areas.
