The Rural Non-farm Economy in India: A Review of the Literature

Abstract

This literature review was conducted as part of a policy-oriented research programme that aims to inform the development of pro-poor policy on the rural non-farm economy (RNFE). This literature review represents the first phase of the India work. The literature reviewed largely assesses the national significance of the RNFE based on the decennial Census and NSS employment data, which include workforce and enterprise data. It is argued that the RNFE is grossly underestimated because of a failure to capture the diversity of rural employment and misrepresentation of female labour.
