Towards a conceptual framework for improved monitoring and evaluation of SEA outcomes: a discussion note

This report gives an analysis of the scope for improving the monitoring and evaluation of Strategic Environmental Assessments

Abstract

This report responds to DFID’s request for a short analysis of the scope for improving the monitoring and evaluation of Strategic Environmental Assessments (SEAs) and is framed around two questions:

1. How can standard SEA process be modified to incorporate robust long term monitoring frameworks which facilitate outcome mapping and impact assessment?

2. What tools can be integrated to better enable measurement of impacts and outcomes?

This report has been produced by GY Associates Ltd for Evidence on Demand with the assistance of the UK Department for International Development (DFID) contracted through the Climate, Environment, Infrastructure and Livelihoods Professional Evidence and Applied Knowledge Services (CEIL PEAKS) programme, jointly managed by HTSPE Limited and IMC Worldwide Limited.
