Urban Spatial Planning and Public Capital Investments: The Experience of Indonesia's Integrated Urban Infrastructure Investment Programme.
Abstract
This DPU Working Paper examines the practice of Indonesia's IUIDP in terms of its use of urban spatial planning. Where such plans did not exist or were out of date or inadequate, procedures were developed for reviewing and revising existing plans or creating plans with a minimum of time and effort. However, spatial plans were not actually consulted during the IUIDP process as was intended. Consequently, the Indonesia experience provides a good deal of detailed, practical thinking about the need for spatial planning to guide infrastructure investment and about methods to perform rapid and simple spatial planning to fill gaps in what is required. But it has not adequately demonstrated the use in practice of these concepts and techniques. The reasons are important lessons for others to note.
