Water law, water rights and water supply (Africa): Uganda - study country report
Abstract
The purpose of project R7327 was to identify the constraints and enabling conditions provided by existing water and sanitation laws (statutory and customary) with regard to the poor receiving or having access to a safe and reliable supply of water and good sanitation. The focus is on the rural poor who currently form the biggest percentage of the poor in Uganda. The study report covers the legal and policy framework for water and sanitation; the nature and status of customary water rights; the nature and status of water supply and sanitation provision for rural livelihoods; an analysis of the materials to identify enabling conditions and constraints; and finally conclusions and recommendations.
