Winners and losers: Expansion of insurance coverage in Russia in the 1990s.
Abstract
The objective of this study was to describe the evolution of coverage of the Russian compulsory health insurance system since its introduction in 1993 and identify factors associated with being without coverage in 2000. Analysis was carried out on data from successive waves of the Russian Longitudinal Monitoring Survey (1992-2000). conclusions drawn were that growth of insurance coverage slowed towards the end of the 1990s and gaps remain. Achievement of universal coverage will require new, targeted policies.
