Working Paper 88. Patterns of Resource Mobilisation and the Underlying Elite Bargain: drivers of state stability or state fragility

Abstract

This paper examines the concept of elite bargains in fragile and resilient states through the prism of resource mobilisation. It engages with the work of North et al on 'limited access orders' and 'open access orders' and links this with concepts of crisis, fragile, and resilient states as developed by the work of the Crisis States Research Centre. The paper takes case studies of Afghanistan, DRC, Colombia, Rwanda, Tanzania, Philippines and Zambia to consider the particular nature of elite bargains in these countries and the relationship between resource mobilisation and development.
