Working Paper No. 81. The Peacemaking Effectiveness of Regional Organisations.

Abstract

This paper explores what is meant by 'effectiveness' and discusses the difficulties in determining the impact of regional organisations on peace and stability. Taking a wide geographic spread of case studies including ASEAN, the EU, IGAD, SAARC and SADC, the author examines the variation in effectiveness of these organisations in dealing with conflict by exploring both internal and external logic as well as the issue of common values. The project’s main empirical finding is that the contribution of regional bodies to conflict prevention and resolution varies greatly from one case to another.
