By a reference notice dated 25th September, 2002 the Applicant, Mr Cox referred to the Tribunal a Decision Notice of the Financial Services Authority (“FSA”). This decision refused the application dated 10th April, 2002 by George Baker (Life) (“GBL”) for approval of the Applicant by the FSA, as required by Section 60 of the Act, to perform the controlled function of investment adviser with GBL.
