Summary:

The crew were flying a manual approach to Runway 10 at London City Airport. During the flare, with the commander as the handling pilot, the tail struck the ground, with damage limited to the skin of the fuselage. The commander reported heavy sink during the flare and the surface wind was 360º/8 kt. The FDR trace showed that the amount of torque at touchdown was significantly less than usual.
