Northern Ireland sales volumes

We’ve changed the way we publish the Northern Ireland sales volumes and corrected the way we include them in the UK figures. We’ve produced a monthly estimate by dividing the total sales volumes for the quarter in Northern Ireland by 3.

We previously included the quarterly Northern Ireland data in the monthly UK sales volumes data, which resulted in higher than expected sales figures.

Data revisions

Following the UK HPI estimates being revised from January 2021 onwards on 20 March 2024, to make use of price data processed outside the UK HPI’s normal 12-month revision period, we have identified an error in the count of cash and mortgage transactions for data spanning January 2021 and December 2022. The indices and price levels of the UK HPI were not affected.

Counts of cash and mortgage transactions for January 2021 to December 2022 were corrected in the UK HPI data published on 17 April 2024 and following UK HPI releases.

Methodology change for new build property

Because of the impact of the coronavirus (COVID-19) pandemic on both the number and supply of housing transactions, some methodology changes have been made. The processing of “new build” properties has been more affected than the processing of “old build” properties. Users are advised that estimates for new build properties may be less representative and more likely to be revised. To help address this, we have pooled new build transactions for certain months in England and Wales since 2020:

  • June 2024 includes new build transactions from May 2024 and June 2024
  • July 2024 includes new build transactions from June 2024 and July 2024
  • August 2024 includes new build transactions from July 2024 and August 2024
  • September 2024 includes new build transactions from August 2024 and September 2024
  • October 2024 includes new build transactions from September 2024 and October 2024
  • November 2024 includes new build transactions from October 2024 and November 2024

December 2024 has not been affected because the model for the first estimate does not use the new build indicator to predict property price because of the nature of their processing.

These changes might lead to larger revisions to published estimates than usual. The general lags involved in registering new build properties also results in a lower proportion of new build sales being available to calculate the initial price and index estimate, than for old build sales. Therefore, we suppress the numbers of verified sales for new builds for the most recent two months (or latest two quarters for Northern Ireland), however, we do have enough sales to ensure the regression model used to calculate the UK HPI and associated statistics is robust and accurate. A key determinant of house prices is the demographic characteristics of the area in which the property is located. The UK HPI uses the socio-demographic classification, known as Acorn (produced and licensed by CACI Ltd), in the hedonic regression model to measure the affluence of the area.

From 20 December 2023’s publication, a change was made to how property transactions for Great Britain with a missing Acorn classification are used in the regression model. This methodology improvement increases UK coherence and improves the quality of UK HPI statistics. In September 2024’s release, UK HPI estimates were revised from January 2022 onwards by making use of price data processed outside the UK HPI’s normal 12-month revision period. In October 2024’s release, UK HPI returned to the usual 12-month revision period. Users should be aware that revisions may be larger than usual and should note the significantly greater uncertainty around new build prices.

Before the 19 February 2025 release, UK HPI had a reference period of January 2015. UK HPI price levels were derived by taking the January 2015 average price of a reference set of properties and applying individual period inflation rates to produce the full time series. In February 2025’s release, January 2023 became the new reference period, to which individual period inflation rates were to produce the full time series. From 19 February 2025’s release, the UK HPI indices report January 2023 = 100. Re-referencing shifts the price level series for each geography and breakdown by a constant percentage shift, but inflation rates are unaffected by re-referencing, as explained in Section 3: Methods used to produce the UK HPI in HMLR’s Quality and methodology.

The UK HPI has been re-referenced because the types of property being sold can change over time. For example, between 2015 and 2023 the proportion of property transactions relating to sales of smaller properties increased (for example, there were proportionately more sales of flats than detached properties) and sales in more expensive parts of the UK proportionately decreased (for example, there were proportionately more sales in Scotland than in London). Updating the UK HPI reference period from January 2015 to January 2023 allows the UK HPI to better reflect the observed change in the type of properties currently being sold. This has led to a 7.9% downwards shift for the entire average UK price level series. The inflation rates for the UK series were unaffected by re-referencing.
