Statutory Instruments (No. 17) The Public Lending Right Scheme 1982 (Commencement of Variation) Order 2018 came into force on 12 February 2018. This changed the rate per loan to 8.20 pence.

Detail of feedback received

DCMS ran a 4 week public consultation on the British Library Board’s recommendation to increase the rate per loan from 7.82 pence to 8.20 pence for the 2016 to 2017 scheme year. The consultation ran from 26 October to 24 November 2017. A consultation letter was sent to major groups representing the interests of authors, library authorities and other stakeholders in the public library sector in the UK, and to the devolved administrations.

We received 14 responses, and 12 that expressed a view were supportive of the proposal to increase the PLR rate per loan to 8.20 pence. Two did not express a view on the increase. The government therefore concluded that stakeholders welcomed the proposed increase to the rate per loan and proceeded with this increase.
