Annual consultations for the rate per loan of the Public Lending Right scheme

Public Lending Right (PLR) is the right for authors and other rights holders to receive payment for the loans of their books by public libraries in the UK. Payments are made from a central fund provided from government grant-in-aid. The PLR scheme is administered for the Department for Digital, Culture, Media and Sport (DCMS) by the British Library.

Rights holders are paid a rate per loan for each of their books and the British Library Board makes a recommendation of the revised rate per loan every year. This is based on loan data collected from UK public library authorities, and following consideration by PLR Management, and a PLR Advisory Committee. The PLR Scheme year runs from 1 July to 30 June.

The titles for the following rate per loan consultations reflect the year rights holders received payment. This is usually the February after the scheme year. For example, the 2015 consultation is for payments made to rights holders in February 2015 for loans from public libraries over the 2013 to 2014 PLR scheme year.
