Statutory Instruments (No. 7) The Public Lending Right Scheme 1982 (Commencement of Variation) Order 2017 came into force on 8 February 2017. This changed the rate per loan to 7.82 pence.

DCMS ran a 4 week public consultation on the British Library Board’s recommendation to increase the rate per loan from 7.67 pence to 7.82 pence for the 2015 to 2016 scheme year. The consultation ran from 28 October to 25 November 2016. A consultation letter was sent to major groups representing the interests of authors, library authorities and other stakeholders in the public library sector in the UK, and to the devolved administrations.
We received 11 responses. Nine of the responses that expressed a view were supportive of the proposal to increase the PLR rate per loan to 7.82 pence. Two responses did not express a view on the increase. The government has concluded that stakeholders welcome the proposed increase to the rate per loan.

Consultation description
This consultation is aimed at authors and other interested parties for the 2017 Public Lending Right (PLR) payments. This covers loans from public libraries for the PLR scheme year 2014 to 2015. Each year, the rate per loan is recommended to the Secretary of State by the British Library Board, who are responsible for administering the scheme.
