This government response sets out a summary of the responses to the consultation on the extension of the Warm Home Discount (WHD) scheme in Scotland from 2022 to 2026.
The government intend to proceed with the extension and expansion of the Warm Home Discount scheme in Scotland to 2026.
The main consultation proposals that we will implement are:
- the scheme is extended until March 2026 to coincide with the length of the WHD scheme in England and Wales
- spending obligations in Scotland are increased proportionately in line with the Great Britain-wide increase to the scheme and the value of the rebate is increased to £150 as per the England and Wales scheme
- the scheme in Scotland will largely mirror the scheme previously in place across Great Britain from 2021 to 2022

Detail of feedback received
We received 35 responses to the consultation from a range of stakeholders, including:
- energy suppliers
- charities and consumer bodies
- housing associations
- local authorities
- public bodies, including the energy regulator, Ofgem
- members of the public
There was general support for the main proposals in the consultation.

Consultation description
The proposals in this consultation would mean that the Warm Home Discount (WHD) Scotland will largely mirror the WHD in place across Great Britain in 2021 to 2022. The primary difference would be that non-core spending would be larger due to the increase in overall spending.
The WHD Scotland will run alongside the expanded and reformed WHD for England and Wales, the details of which are set out in the government response to consultation, published on 1 April. As in the England and Wales scheme, under the WHD Scotland:
- the value of the rebate would increase to £150
- the supplier participation thresholds would be lowered so that more energy suppliers participate in the scheme, particularly from 2023 to 2024 onwards
