Abi Howarth
Biography
Abi Howarth joined HM Land Registry as the Director of Land Registration Services on 7 October 2024.
After numerous roles in the 1990’s in economic regeneration in local government and in the education sector, Abi spent 5 years in Brussels maximizing EU funding into the UK and leading the North West of England’s Regional EU Office. She returned to the UK in 2005 and became Director of the Merseyside Policy Unit where she supported the development of one of the first government funded multi area agreements (a forerunner to the Combined Authorities).
Abi joined the Disclosure and Barring Service in 2014 where she led significant improvements in the delivery of disclosure casework ensuring that people working with vulnerable children and adults across the country were able to get an accurate disclosure certificate quickly. In 2018 Abi joined the Parliamentary and Health Service Ombudsman as Director of Operations and Quality where she was responsible for ensuring that complaints about the health service and government were managed effectively and efficiently, reducing a significant queue of work that had built up back to frictional levels and ensuring a more timely and quality service for customers.
In 2022, Abi became Chief Operating Officer at the Serious Fraud Office leading multi-disciplinary casework teams to investigate and prosecute serious economic crime more effectively.

The role is accountable for driving service excellence and operational performance in the delivery of our Land Registration services over the medium to long term for the benefit of our customers.
