Joanne Watts

Biography

Joanne was appointed Chief Regulatory Officer in June 2022.

Joanne is a Fellow of the Association of Chartered Certified accountants who qualified with the MoD working across the Commercial Function. She has subsequently worked in the defence industry at GEC Marconi Avionics, BAE Systems and Raytheon, progressing through a variety of commercial and senior finance roles. A constant has been overseeing the finances of and providing a financial business partnering service to long term contracts from initial bid, through delivery to contract closure. Joanne also has wider experience in the public sector, including the introduction of IFRS accounting at Hertfordshire County Council and most recently as a Finance Director in HMRC, which included overseeing the Building our Future Locations Programme the first stage of the Government HUBs programme.

Joanne holds a Master of Business Administration degree from the Open University.

The SSRO Chief Regulatory Officer is responsible for: Oversight of reporting system, including compliance and guidance Profit rate methodology and calculation Guidance on allowable costs, contract profit rate steps, reporting, penalties and referrals Expert opinions and determinations Analysis of statutory reports and other data Keeping the legislation under review Corporate planning and strategy Public interest disclosures
