This document provides guidance for commissioners about doing a health and social care needs assessment for adults under probation service supervision in the community.

It provides a structure for the process, summarises where to find the best available data and gives examples of local practice.

This guidance can be used by commissioners of health and social care services in:

  • local authorities
  • clinical commissioning groups
  • NHS England and NHS Improvement

It can also help people working in the criminal justice system, including police, probation, police and crime commissioners and the prison workforce, as well as voluntary, community and social enterprise organisations which work with people under probation service supervision in the community.
