Details
If you sell amateur plant protection products (PPPs) in Great Britain (England, Scotland and Wales), by law you must register under the Official Controls (Plant Protection Products) Regulations 2020. Read more in the policy statement.
Amateur PPPs are not intended for professional use and amateur users do not need certification to apply them.
Sellers of amateur PPPs in Great Britain must register using this form.
If your business sells both professional and amateur PPPs, you only need to register once. Use the registration form for sellers of professional PPPs.
When to register
You must register within 3 months of starting business.
If you have not yet registered and your organisation or business has been placing PPPs on the market for more than 3 months, you must register as soon as possible.
Compliance and enforcement
By completing and sending in the form, you are notifying your competent authority that you sell amateur PPPs. This is:
- the Secretary of State in England
- Scottish Ministers in Scotland
- Welsh Ministers in Wales
The Department for Environment, Food and Rural Affairs (Defra) will collect information from this form on behalf of the Scottish and Welsh Governments.
Local authorities will be responsible for enforcing the regulations. Defra will work with these regulatory authorities to develop the approach that will be taken to inspection visits.
PPPs
PPPs are used to control pests, weeds and diseases.
Examples include:
- weed killers (herbicides)
- slug pellets (molluscicides)
- fungicide sprays
- hormone rooting powders
- insecticides
- plant growth regulators
PPPs can exist in many forms, such as solid granules, powders or liquids. They contain one or more active substances, co-formulated with other materials.
If you only sell the following, you do not need to register:
- biocides, such as rodenticides and products to control algae in ponds
- biostimulants, such as seaweed and plant extracts, and trace elements
If you sell biocides and biostimulants as well as amateur PPPs, you do not need to enter the quantity of biocides and biostimulants you sell when you fill in the form.
