Regulated plants for planting under a Northern Ireland plant health label (NIPHL)

This guide applies to plants for planting moving from Great Britain (England, Scotland and Wales) to Northern Ireland under a Northern Ireland plant health label (NIPHL).
This guide is based on EU legislation, mainly ‘EU Implementing Regulation 2019/2072’.
Plants for planting
All plants for planting are regulated. Some are prohibited and some will need growing season inspections before they can be moved. All plants for planting must have a NIPHL attached before they are moved.
Plants for planting include, but are not limited to:
- plants that can only grow in water or soil that’s permanently saturated with water
- bulbs

tubers
- rhizomes
- algae

List 1: prohibited plants
The plants in this list must not be moved from Great Britain to Northern Ireland:
