Item 1: Welcome

NL welcomed attendees to the meeting.

Item 2: UK AI Regulatory Framework

NL invited the Office for AI (OAI) team to provide updates on their programmes.

The OAI set out progress on UK AI Policy from September 2021 to now. The team explained the key components of the AI regulatory framework as set out in the AI Regulation White paper (March 2023) and set out next steps for the implementation of the proposals.

The Board:

  • Discussed a red-teaming exercise on large language models (LLM) and the opportunity for collaboration in the LLM community.
  • Flagged the importance of engaging diverse groups of stakeholders in next steps early on.
  • Discussed the need for monitoring and evaluation in the context of no clear regulatory oversight.
  • Discussed expanding the gap analysis work and how this could feed into building public trust in relation to AI.
  • Highlighted the importance of promoting the work already being carried out by Government on algorithmic transparency.

Item 3: Portfolio update

NL invited the CDEI team to provide updates against their programmes.

The CDEI team:

  • Covered the work of the Foundation Model Taskforce, in particular the CDEI’s support scoping potential pilots in the public sector.
  • Covered the recent launch of the Portfolio of AI Assurance Techniques. The Portfolio launched with 14 case studies and will be regularly updated. The team also covered the recent announcement at the AI Summit around the CDEI Fairness Innovation Challenge. In addition, the team is at present scoping future projects on taxonomy and two assurance tools to drive demand for assurance.
  • Provided an update on the Privacy Enhancing Technologies (PETs) work programme, the US-UK PETs Prize Challenges and the PETs Demo Day event which took place in May, the recent launch of the Responsible Access to Demographic Data report during London Tech Week, and the ongoing work on Smart Data.
  • Updated on the rollout of the Algorithmic Transparency Recording Standard.
  • Provided an update on the OECD partnership on the AI Assurance Techniques Portfolio, and the next wave of the Public Attitudes tracker survey.
  • Gave an overview of the work being carried out in partnership with cross-government teams, and discussed the implementation plan for the CDEI Model for Responsible Innovation.

The Board:

  • Asked how the US-UK PETs Prize Challenges can inform the Fairness Innovation Challenge.
  • Suggested the team explore how PETs could intersect with Foundational Models.
  • Suggested the team explore the use of an evaluation matrix to evaluate the reliability of algorithmic tools.
