Funding amounts supplied to local transport authorities outside London through the active travel capability fund. Funds support resources to develop infrastructure plans and community engagement and training initiatives.
This revenue grant enables local transport authorities to enable walking, wheeling and cycling in their areas by:
- developing infrastructure plans and designs, public consultation and evidence collection
- carrying out community engagement activities, such as schools programmes, training and promotion
The capability fund supports delivery of objectives set out in the second cycling and walking investment strategy.
Since 2022, funding levels have been informed by the local authority active travel capability ratings.
The capability fund grant replaced the Access Fund, which ran between 2017 to 2021 and supports commitments of the Cycling and walking plan for England.
