This prison service instruction (PSI) sets out the process and criteria for categorising women prisoners to decide the type of prison they should go to.

It describes how prisoners should be assessed and given a category to reflect:

  • the risk they pose to staff and other prisoners while in prison
  • how likely they are to try and escape
  • the risk they pose to the public in the event of escape

The PSI includes guidance on ensuring prisoners are treated in a fair, consistent and objective way and that decisions are made in an unbiased way regardless of race, age, religion, nationality, disability, sexual orientation or any other personal characteristic.

This is a current PSI. It came into effect on 1 September 2011.
