This circular gives guidance on the planning regulations, in particular on changes of use for dwellinghouses and houses in multiple occupation, following changes to legislation in April and October 2010.

This circular cancels and replaces Circular 05/10: Changes to Planning Regulations for Dwelling Houses and Houses in Multiple Occupation and paragraphs 66-77 of Circular 03/05: Changes Of Use Of Buildings And Land - The Town and Country Planning (Use Classes) Order 1987.
