The Department for Work and Pensions asked the Industrial Injuries Advisory Council (IIAC) to consider how, and to what extent the effects of treatment for chronic bronchitis and emphysema should be taken into account in the medical assessment for Industrial Injuries Disablement Benefit. This disease is known as prescribed disease D12 (PD D12) in legislation.

The council reviewed the evidence and historical basis for including this disease in legislation and sought expert advice. They have concluded that the effects of treatments should be disregarded during medical assessments for this disease.

They also recommended changing the terminology used for PD D12, in line with modern medical practice, to Chronic Obstructive Pulmonary Disease (COPD).
