This paper, produced on behalf of the department in June 2016, looks at the benefits and risks that result from efforts to mitigate climate change.

It concludes that:

  • co-benefits can provide additional support for the need for mitigation
  • the evidence suggests that benefits outweigh risks
  • adverse side effects do occur but these can be managed by well-designed climate policy
