This report presents the findings of a study to gauge the range of attitudes that influence employers’ behaviour towards compliance with the national minimum wage (NMW). It aims to inform the implementation of the national minimum wage compliance strategy. It is based on qualitative research with UK small and medium enterprises (SMEs) covered by National Minimum Wage legislation.
