This research was conducted by the research agency Ipsos on behalf of HMRC. The second wave of the research explored the impact of the Coronavirus Job Retention Scheme (CJRS) on employers, such as the impact of the scheme on preventing and slowing down job losses and the ability of the scheme to support businesses in continuing to operate. The research updates earlier Wave 1 quantitative research to explore the impact of the CJRS across the full length of the scheme’s operation.

The quantitative research used a survey with employers. It included employers who did use the Coronavirus Job Retention Scheme, and employers who didn’t. Fieldwork took place between July and November 2022.

The findings from this research have been used in the CJRS final evaluation report.
