Daniel Morgan Independent Panel (DMIP) Report
As you are aware, I am today publishing the Daniel Morgan Independent Panel’s (DMIP) Report. This has been a significant undertaking by the Panel over the past 8 years, providing an exhaustive account of the tragic circumstances of Daniel’s death, including the handling of the subsequent investigations by the police.
The report raises a number of issues for the Metropolitan Police Service (MPS) in relation to its failings over the 5 investigations into Daniel Morgan’s murder, as well as emphasising the need for the MPS to ensure it has sufficient counter-corruption capacity and the processes in place to prevent corruption. The report specifically recommends that the Inspectorate undertakes conduct a thematic investigation of the operation of the practices and procedures introduced following the adoption of the Code of Ethics in 2014, including whistleblowing protections.
I would be grateful if you could consider how HMICFRS can best focus on the issues raised by today’s report to ensure that the public can have confidence that the MPS is addressing them.
