• the government’s objectives
• the resources available
• the timetable by which participants must provide government with more information

The strategy was influenced by the ‘Shaping the future of England’s strategic roads (RIS2)’ consultation and research reports into:

• road traffic growth
• induced travel demand
• road connectivity for ports and airports
• public dialogue into future roads
• new road transport technologies and services impacts
