We requested evidence from organisations who are unable to access the scheme because they are non-licensed suppliers of energy or supply energy to businesses in non-standard ways.

The online survey closed on 20 January 2023.
The government recognises that some organisations are unable to access the Energy Bill Relief Scheme (EBRS). This is because the EBRS delivery mechanism requires a licensed supplier in order to apply the discount.
We’re aware that some suppliers operate through licence exemptions, or supply energy to businesses in other non-standard ways, for example, suppliers of major industrial sites or major energy users.
We invited people to whom either of these scenarios applies, to respond to this call for evidence so we could get a better understanding of the situation.
