This report brings together evidence from the second half of the European Social Fund (ESF) programme 2007 to 2013 in England. It builds on the evidence from the first half of the programme.

It also reviews how the ESF evaluation strategy 2007 to 2013 has achieved its aims and its influence on developing policy and practice.

We have used the findings to help develop the evaluation strategy for the ESF programme 2014 to 2020 in England.

The ESF was set up to improve employment opportunities in the European Union. It helps:

  • raise standards of living
  • people to get better skills and better job prospects
  • equip the workforce with the skills needed by businesses in a competitive global economy
