This is an evaluation report which was commissioned and completed under the previous government. 

This report is the final output of an independent evaluation of the previous government’s 2016 to 2019 anti-homophobic, biphobic and transphobic (HBT) bullying in schools programme. The programme aimed to support schools with policies targeted at preventing and tackling anti-HBT bullying.

It was commissioned by the Cabinet Office’s Equality Hub in partnership with the Department for Education and was undertaken by the Centre for Development and Research in Education (CDARE) at Sheffield Hallam University.

The programme also aimed to help schools to create an inclusive school environment for lesbian, gay, bisexual and transgender (LGBT) pupils and their families. Six organisations were awarded funding as part of this programme. These organisations worked with up to 200 schools each using a mixture of whole-school activities and staff training. 

The evaluation assessed the extent to which initiatives relatively met and delivered the programme outcomes. It used baseline and follow-up surveys and case studies (involving interviews and focus groups with staff and pupils) in participating schools.
