On 8 January 2025 the Environment Agency commissioned ‘Floodproof: an action plan to build resilience’. This is an independent review of property flood resilience (PFR).

The review will consider:

• progress since the improving property level flood resilience: Bonfield 2016 action plan
• identify gaps and opportunities to grow the property flood resilience market
• provide a new action plan for all relevant parties to take forward

The review will report to the Environment Agency and Defra in Autumn 2025. This document sets out the terms of reference for this independent review.
