Annex C: Extracts from emails referencing the appointment of Emily Middleton

Extract 1:

Extract from a meeting summary between the Secretary of State (SoS) and Mike Potter (the Government Chief Digital Officer) on 15 July 2024.

SoS asked about whether MP had access to the talent he needed. MP said he believed he did, with great Chief Technical and Digital Officers, partly because of the attractive brand in the centre, though this was more mixed in other departments.

He was keen to keep attracting strong talent. SoS and MP discussed Emily Middleton as an excellent addition to the department, including helping with the design phase. SoS was keen to support bringing in top talent where his personal impact would help.

Extract from a weekly update note from Freya Guinness (the department’s Chief Operating Officer) to the Secretary of State on 22 July 2024.

We have onboarded and inducted Emily Middleton, who has been appointed as the Director General Digital Centre Design. Emily will focus on an ambitious 12-week project to design the scope, strategy and structure of the new digital centre of government.
