The government functional standard for property (GovS 004) requires a governance and management framework to be defined and established:

• for the management of property across government as a whole
• within each department or arm’s length body holding government property assets

This document outlines:

• the governance framework for those parts of the government property function that are organised from the centre
• how the documentation of arrangements, processes and statements should be organised
