The Department of Energy and Climate Change commissioned , ICF International, working with GfK NOP, was commissioned by DECC to carry out qualitative research into the Green Deal pre-assessment customer journey.

This study forms part of the evaluation of the Green Deal and Energy Company Obligation (ECO) programme.

The study was conducted with potential Green Deal consumers who had heard of the Green Deal but had not had an assessment. The aim was to examine the perceptions of those who had heard about the Green Deal and to explore why they had not moved on to have an assessment.

The qualitative focus groups were conducted in late January and early February 2014.
