Guidance on changes to the development control system implemented by the commencement of provisions in the Planning and Compulsory Purchase Act 2004 and changes to the General Development Procedure Order (GDPO).

However, this circular does not include changes made by virtue of section 188 of the Planning Act 2008, commenced on 23 June 2009, and associated changes to the Town and Country Planning (General Development Procedure) Order 1995. These remove the requirement that Local Development Orders must implement local development plan policies. A revised circular will be published in due course reflecting this change.
