The Operational Metrics Manual provides definitions for the measures identified in the performance specification for Highways England, as laid out in the government’s Road Investment Strategy for the 2015 to 2020 road period.

In a series of technical notes, the manual sets out the parameters for measuring and monitoring Highways England’s performance. It will be primarily used by Highways England and the Highways Monitor to ensure that all performance measures and associated methodologies are clearly understood.

This manual will provide the single point of reference for these matters and will be updated to reflect changes in the practice and performance of Highways England.
